Given the increasingly essential role of non-bank e-money issuers in the financial inclusion landscape, it is timely to assess the extent to which regulatory reforms are required to ensure that vulnerable consumers have adequate protections for their funds held in e-money accounts.
Mobile money services have been growing rapidly in recent years, reaching a combined total of 1 billion mobile money accounts at the end of 2019, with transactions of $2 billion daily. The growth in reliance on digital financial services during the COVID-19 pandemic has further accentuated this trend. Despite this, regulatory frameworks that deal with the potential collapse of non-bank e-money providers such as mobile network operators are often fragmented or lacking clear safeguards for the protection of customer funds.
