Head, Africa Regional Office (ARO)

JOB PURPOSE

Direct, drive and implement AFI services to members within the region and across the continent. Lead Regional Office operations, strategize, prioritize, and promote cooperation with members in the region. Strengthen member-driven policy and regulatory content to address pressing financial inclusion needs and provide solutions within the region.

 

ACCOUNTABILITIES / KEY RESPONSIBILITIES

  • Direct and drive the development of Regional Office work-plans, ensuring their alignment with AFI’s cooperation and objectives of the AFI’s Africa Financial Inclusion Policy Initiative (AFPI).
  • A member of the management team leading members engagement for the region, ensure alignment of member engagement with Head Office strategy.
  • Lead and manage all operations and work-plan activities of the Regional Office to ensure the attainment of desired results that align with AFI’s strategy and mission, as well as operational alignment.
  • Lead, coach, and develop a high performing team to drive employee engagement and productivity.
  • Enforce compliance with the Host Country Agreement, AFI guidelines and policies to uphold the Regional Office business ethics and overall AFI’s corporate governance and culture.
  • Strategize and strengthen effective relations with key AFI partners and stakeholders in the region from both the private and public sector including regional bodies. Provide insights to the AFI Executive Team on matters of regional cooperation to support AFPI.
  • Engage with the African Development Bank, key funders, and other potential funders for AFI regional activities.
  • Identify funding or project opportunities, collaborate with Global Partnerships (GP) Team by providing regional insights of various types of potential lead, opportunities, or funding pipeline.
  • Formulate and deliver analytical reports on AFPI and Regional Office operations.
  • Review reports and knowledge products from the regional managers and AFPI, devising improvements to enhance impact communication.
  • Make effective decisions to enforce and strengthen the Regional Office work-plan, enhancing engagement with members and partners in the region.
  • Maintain a comprehensive understanding of the financial inclusion needs and priorities of AFI member countries in the region, partners, stakeholders, and the overall regional direction.
  • Review budget and financial estimates as well as ensuring that expenditures for member engagement, retention, acquisitions, and Regional Initiative activities are appropriate.

 

QUALIFICATIONS & EXPERIENCE REQUIRED

  • Preferably master’s degree in a relevant field such as Public Policy/Administration, International Trade/Relations/Development, Economics, Law, Business, Finance, Management, Social Sciences.
  • A minimum of fifteen (15) years’ experience working in a senior managerial position in financial sector policy or regulation; fintech & innovation; international or sustainable development; or related fields preferably within an international organization.
  • A minimum of five (5) years’ direct working experience/exposure to financial inclusion policies or closely related fields.
  • Proven general management experience in managing an independent business unit or regional office.
  • Experience in facilitating multilateral negotiations, applying regulation related to financial inclusion, and preparing national, regional, or international research publications, are desirable.

  • High-level analytical skills in the areas of financial inclusion related policies and regulatory research.
  • Solid understanding on the geopolitical, macroeconomics, financial inclusion & international development landscape in Africa and globally that affect the region.
  • Managerial skills to independently head the Regional Office operations and align with AFI’s regional strategy and approach.
  • Strategic and critical thinking skills to identify trends and relationships on external issues, changes, and opportunities. Able to draw logical conclusions and anticipate possible impacts.
  • Strong presentation and report writing skills to deliver ideas, impactful communication to various range of stakeholders/audiences.
  • High proficiency in English (oral and written) is essential. Proficiency in French is an added advantage.
  • Client/member- focus with strong interpersonal, empathic listening, diplomacy/negotiating, and influencing skills.
  • Able to work well under pressure and independently to deliver results within the organization’s regional strategy and approach.
  • Able to prioritize, re-allocate resources, and follow-through to ensure regional initiatives/projects are implemented within timeline.
  • Culturally sensitive and able to work collaboratively within the diverse AFI Management Unit.
  • Able to measure success and team performance, coach effectively, and encourage others to develop through delegation of tasks.
  • Open-minded, innovative, quickly adaptive, and flexible.

KEY CHALLENGES

  • Maintaining AFI members’ interest in the AFI network in a competitive stakeholders’ environment.
  • Engaging AFI members to pay annual membership fees in a timely manner in difficult global economic periods.
  • Meeting the Regional Office’s Host expectations without compromising AFI’s values.
