Senior Policy Analyst, Digital Financial Services (9-month short-term)

JOB PURPOSE

The Senior Policy Analyst, Digital Financial Services (DFS) will support AFI’s DFS and Fintech workstream in advancing AFI’s knowledge generation, peer learning and implementation activities in the fields of digital financial services. AFI’s range of services for the DFS thematic area include knowledge generation and exchange, peer learning initiatives, in-country implementation support etc. This provides a global platform for central banks, financial regulators, ministries of finance and other financial inclusion stakeholders to establish best practices for enabling digital financial services to benefit financially excluded groups. This role will support in-DFS working group coordination, report writing & analysis, country training and technical assistance, peer learning, capacity building, and other support services for AFI members to articulate, implement and refine national policy objectives on digital financial services.

ACCOUNTABILITIES / KEY RESPONSIBILITIES

  • Conduct policy analysis and develop knowledge products in the form of research/survey reports, guideline notes, case studies, blogs, etc. on policy and regulatory aspects of digital financial services and its potential in advancing financial inclusion.
  • Support capacity building services for AFI’s member regulators to advance knowledge of relevant DFS/e-Money regulatory approaches and implementation pathways, including member trainings, peer advisory, joint learning programs and policy peer-reviews.
  • Assist the DFS team in technical and project management aspects related to DFS in-country technical assistance programs to central banks and financial supervisors in the areas of digital financial services, e-money, payment systems etc.
  • Assist the PPI team with conceptualizing, preparing, and organizing regional and/or global conferences and events such a DFS working group meetings, regional initiative programs, policy events and AFI’s flagship annual Global Policy Forum (GPF).
  • Develop and/or review technical reports on digital financial services, e-money, payment systems and other financial inclusion policy topics.
  • Support AFI senior management in developing speaking notes for their intervention at AFI and other international programs.
  • Draft communication materials such as blogs for the AFI website, presentations, briefs, and conference materials.
  • Provide management and administrative support to DFS Working Group (DFSWG), ongoing projects and programs to ensure effective planning and execution. The support includes monitoring activities (development of knowledge products, webinars, and conferences) of the DFSWG and donor commitments.

QUALIFICATIONS & EXPERIENCE REQUIRED

  • Postgraduate Degree in a relevant field such as Economics, Finance, Business, Commerce, Public Sector policies, Laws, Business Administration.
  • Minimum four (4) years of working experience in international development, public policy, or related fields.
  • Minimum two (2) years of working experience with direct exposure to digital financial services (DFS), inclusive fintech, financial sector policy or regulation, or financial inclusion.
  • Working experience at or with a regulatory/policy-making institution is strongly preferred.

TECHNICAL COMPETENCIES / SKILLS

  • Able to conduct and oversee data analysis, research, and analytical works to develop policy recommendations and/or produce strategy documents, especially on digital financial services, e-money and fintech.
  • Strong understanding of the regions and global markets, with ability to keep abreast/aware with internal/external issues, changes and opportunities and anticipates their impacts.
  • Excellent coordination and administrative skills to support management of complex projects involving internal and external stakeholders.
  • Excellent written and spoken English proficiency. A track-record of written publications (papers, articles, blogs) would be an advantage.
  • Excellent proficiency in Microsoft Office such as Outlook, Word, Excel, PowerPoint, and Database is essential.
