One of the key challenges to financial inclusion in many regions is the lack of legal identity.

This has been addressed to an extent with the issuance of a national ID. However, there is now growing evidence for the use of a digital ID with an ecosystem that can address some of the more nuanced challenges such as lack of trust, low levels of financial literacy and more.

To support AFI members in the EECA region, this framework intends to examine policies and devise best practices on the usage of electronic identity and electronic know your customer.
